I have a spreadsheet with a mixture of locked and unlocked cells.
Comments can be added to the unlocked cells when the worksheet is
unprotected but this ability is not available when the worksheet is
protected. Is there a way to protect a spreadsheet and still retain
the ability to add comments to unlocked cells?

What version of Excel are you using? In Excel 2002 (I think) and
later, you can choose "Edit Objects" in the list of allowable
actions display when you choose 'Protection' from the Tools menu.
