Formula to calculate over-time
 

I am trying to set up a formula to calculate my over-time. I want to set up
if number is greater than 9, 9 goes to regular time and balance to overtime
and if it is less than nine number goes to regular time. I also need a
formula to calculate OT once regular hours reach 45 balance to ot?
