Automatically Conditionally Formatting Pivot Table based on Percentages

Hi,

I can't figure out why conditional formatting is not obeying a pretty simple set of rules to format percentages based on a scale. I have adjusted formatting, Pivot Values, and used formulas to format and nothing seems to work. Would appreciate any advice that a guru can provide!

2996 3027 101.0%
2520 2520 100.0%
340 340 100.0%
8470 8470 100.0%
3747 3925 104.8% Should format anything =103% as Red "Stop"
1288 1300 100.9% Anything between 100.1% and 103% as Yellow
153 153 100.0% Anything <= 100% as Green
2339 2438 104.2%
675 675 100.0%
10535 10543 100.1%
3797 3880 102.2%
48 48 100.0%

Thank you!
