As far as I know, no. Filters can only be applied to columns. You may need to transpose your data to apply a filter. I'm sure if someone knows of a way (probably via VBA) they will post a solution. Not really.
But you could play around with Grouping your columns. You'll see those same kind of +/-'s but at the top.
