Insert Row and Countif Macro

Hi Guys/Gals,

I am a bit stuck with this Macro. And I have no idea really where to start. I am looking for a Marco to do the following and I am hoping for some guidance:

Insert a 2 New Rows after a specified time is exceeded.
In the first of the New Rows I the marco to performe the countif formula

The problem I am having is the data sheet has 5 Columns. Column 2 has the time starting from 08:00:00 running till 22:00:00. The values in the time column however are not consistant. I need the new lines to be added after 12:00:00, but before 12:00:01. The second row needs to be added at 17:00:00 and the third at 22:00:00.

The Countif formula for the first section should then only be done for time 08:00:00 - 12:00:00, second 12:00:01 - 17:00:000, and third 17:00:01 - 22:00:00.

Can anyone help here? Thanks guys.
