Toolbars will not stay where I put them
 

I use several non-standard toolbars plus the normal toolbars. I have
arranged them the way I want them to be displayed. After I save the file and
go back into it or any other Excel file, the toolbars are not in the same
order as I saved them. It is almost like they are aligned to grid or
something. What am I missing?
