How can I keep leading 0's in pasted numbers?

I am pasting numbers into Excel. The numbers stand for the last two digits of
a year (i.e. 02, 03, 04). Excel likes to delete the leading 0 because it
thinks that I don't need it. How can I turn this "feature" off?

Thanks.

Before you paste in the data, make sure the destination
cells in Excel are set to text (Format Cells).

Apply a custom format 00 or format as text
