Default F-key allocation


Can anyone tell me how I can allocate an F-key to a particular function.
I would like to allocate ctrl-c (copy) to F3 and ctrl-v (paste) to F4.

What is wrong with Ctrl-C or the toolbar button(s)? Seems unnecessary to
remove the actual F3 and F4 in those circumstances.
