Not format, you need VBA. But think hard before implementing, it will
likely annoy more than thrill.

It's possible using VBA. Search the archives:

However, you should realize that it's annoying as hell, and for
government work in the US, it's in violation of Section 508 of the
Disabilities Act (due to triggering seizures in susceptible people).

thanks for the info guys. i was using an execel spreadsheet to monitor
battery voltages and when a voltage went too low it would flash up the
value but from what i have heard maybe i will stick with a conditional
format
