Default Excel 2003 - funny bug

A co-worker has been befuddled by a strange bug in Excel. He is preparing a
budget and whenever he tries to enter the digit "2" into a cell, it displays
as a 1. This is true even if we format the cell to show large number of
decimal places. We can enter 12, 21, 22, etc., it's just changing the single
digit "2" into the value 1.

Has anyone ever seen this before?

We have rebooted, and checked for conditional formatting (this happens in
any worksheet, even a blank one). Our workaround is to enter something like
=6/3, which displays the expected "2". This is obviously silly.

What can we do to fix this?
