can we password protect a .csv file?

I am trying to password a .csv file in Excel 2003; but unable to. The
"password to open" option is disabled.
I am able to password protect in .XLS format but not .csv files.

AFAIK you can't password protect a *.csv file as this is a plain text file.
You'll have to do it on Operating System level
