Default Excel file/Sheet Locked

I often run into a problem that the cursor is not working
on one specific sheet. I can not use arrow keys and wheels
to move around. Can someone help?

Do you mean one worksheet in a workbook (where the other worksheets behave
correctly)?

There are things that developers can do to stop you from selecting a cell. Any
chance you could talk to the developer of that workbook to see if he/she did
something like that.
