Conditional Formating and Macros

I have a large Workbook with macors. One macro duplicates a template
worksheet with mutiple conditiional formats. The Formats in a set of cells
has 5 different rules in specific orders. When I run the macro or just copy
the work sheet the conditional format order changes. Can anyone tell me why?
