How does one set the default comment format (font, etc)?

I hope I will succeed in translation - as my OS UI is in Hebrew.

The only attribute you can change is the font size.
Micky has pointed you to Windows Display Properties Right-click on the desktop, and choose Properties On the Appearance tab, click Advanced.
