How can I get .xlb file to open in Windows 7, Excel 2007?

do file, open with xlb file. long time since i do this this and i forget
maybe i had to rename xlb file to like 'mytoolbar.xlb' and then it open..
aftrr open the toolbar showup on addins tab. and thet stay permanent in
excel12.xlb file which excel then make.
