Excel should pan like autocad (click and hold wheel).
 
It is nice to pan diagonally through a single worksheet, but there is no fast
way to do so in Excel. Often, when I click the mouse wheel button to pan
through a worksheet, it either moves to slow or shoots to the worksheets
extremities. Plus it only allows scrolling in the horizontal and vertical
direction.

It would be nice if Excel had a pan feature like adobe acrobat reader,
autoCAD, ect. in which you click the wheel button and it "grabs" the
workspace. It is much easier to navigate that way.

(I use all versions of Excel, from 97 to 2003)
