I would like to create a region of cells
 

I have seen an Excel document that has a row of cells which can be selected
There is no grid between the cells but there are lines for each row.
I would like to create this kind of formatting but how ?

The gridlines are optional. You can disable or uncheck the grid lines from
ToolsOptionsView tabGrid ines

If you are using XL2007 check out this option under
ExcelOptionsAdvancedDisplay options for this workbook.
