Conditional formatting % and KPI target in excel 2003
 

I need a little expertise to help me with using conditional format for total
order % before and after 3pm target time. Including if bothe cells are 0%.

Before 3 target is 62.5% or above = green, below 62.49% = red

After 3 target is 62.5 % or above = red, 62.49% or below = green

if both before 3 and after 3 are = 0% then = red
