interpreter .csv files (when opening .csv) should be configurable
 
Whenever I open a .csv file that is ; delimited by doubleclicking it in
windows explorer, excel automatically interprets it as comma delimited. I'd
like to be able to either turn off the automatic interpreter (f.ex. by
holding the CTRL button when opening a file) or change the default
interpreting settings.

Can you change the extension to .TXT?

When you open the *.TXT file, the Text Import Wizard will pop up and allow
you to designate the format.

Don't open it by double-clicking.
Use Data/ Import External Data ...
