Fill Handle doesn't increment
 

I know that there is an application setting that turns this off, because I
had to for another issue, however, now I can't remember which it was to turn
it back on.

Excel options, advanced, editing options,3rd option Enable fill handle

in 2003

ToolsOptionsEditallow cell drag and drop...select
