I am working in an excell spread sheet and can not get the merge cell option
to highlight and function.

why cant I merge cells in a reguler spread sheet
 

Check Whether the Sheet Protection is applied for it OR Whether the File is
Shared. In this cases we cant able to apply merge cell option.

Don't fight it. Merged cells cause so many problems that many people would
be happy if the facility wasn't available. There are usuaslly better
options.
