break link to email workbook

I have a workbook that has links to other workbooks (office 2000). I know
that in 2007 I can break those links so that just the actual values are in
each cell (called either prepare or publish - I can't remember, and I'm at
work now not home). I need the same function now for office 2000. How do I
prepare a worksheet/book for publication (not web) - breaking the links so
that the user who get it can open it even though they do not have access to
those other workbooks. Is that the same as publishing for the web?

Sorry. I posted two times. When I originally posted this one, I got a
message that the service was unavailable. So I did it again.
