Paste Special should be a nested menu....not a dialogue.
 
As title, really:

"Paste Special" especially in Excel, is a Dialogue Box. It doesn't
remember the setting you chose: it's a one-time option. So could it simply
be a nested menu instead, saving two mouse clicks every time.

Oh, and why is "Insert Cells", "Insert Column" etc on the "Home" ribbon, not
the "Insert" ribbon?

Everything you have asked for can be accessed directly using your right
(secondary) mouse button. Right click Drag, Right click Move and right click
select row or column.
