In Excel 2003, what does the Justify option within vertical alignment do?

Excel 2003 vertical alignment Justify option
 
Similar to how horizontal justify will stretch words out to fit the
horizontal limits, vertical justify will stretch the spacing out between
lines of text in a cell. Increase the cell height and enable word wrap to see
this in-effect.

Since justify's purpose is to keep text within the cell's boundaries, you do
not need to enable word wrap.
