I have never used Excel 2000 but other versions have a goalseek function.

Check it out in help.

Or possibly load the solver add-in which was available in 2000

In Excel 2007, the Data ribbon has a Data Tools section with a "What-If
Analysis" drop-down containing Scenario Manager, Goal Seek, and Data Table.

In Excel 2000 SP3, the Tools menu has the Scenario and Goal Seek items, and
the Data menu has the Table item.

Self-Promotion: My sensitivity analysis add-in, SensIt, available from
www.treeplan.com, is also useful for what if analysis.
