Is it Office 2007?

If so then you follow the below steps...

Click on the Office Button,Excel Options (at the bottom), Advanced
tab, find for Zoom on roll with IntelliMouse and Check
Zoom on roll with IntelliMouse.

After completing you can use the scroll option by pressing CTRL key
and use the Scroll wheel.
