cell border problems in 2007

In excel 2007 if I have a group of cells which I've put a picture in
(one picture maybe covers 4 cells, if I view this as HTML, the left
border of the cells (if I have a border on the left side) doesn't line
up correctly. Parts of it will "indent".

This did not happen with 2003, any ideas? It's a royal pain to get
right.
