Default Why does Internet Explorer open a jpeg from a hyperlink ???

when I created a hyperlink in excel worksheet to a jpeg image located on my
hard drive, why does internet explorer open the image??

I am using Office 2000 and IE7 +XP S3

I would have expected my default image editor like photoeditor, or windows
fax and
picture viewer to open the image.

please advise
