How do I add a speech bubble to a picture?

I have some photos (JPEG files) and wish to add "speech bubbles". Do you know
of a program that will do this...it doesn't seem possible in Word or Excel.

Hi,

Excel can do this with 'Autoshapes'. Ensure the 'Drawing' toolbar is visible

View|Toolbars - Drawing

Then look in Autoshapes - Callouts
