Conditional Formatting: Databar
 

I can't get the databar to completely fill the cell it gets so far and just
stops and if I merge multiple cells it gets worse.

Is there a way to fix it so that the bar will fill all the way up?

I am trying to use the bar as part of a project tracking file.
