Default Selectable layout for part of a worksheet

I am trying to create a worksheet layout in excel 2002 where the bottom
portion of the worksheet changes based on the type of device being evaluated.
The problem I am having is that some of the columns/cells in a row will be
data entry for one worksheet layout and a formula or conditional statement in
another layout.

What I have done works somewhat. I have the row /column headers to be
displayed based on the device selected from a list. But I have to rearrange
their order to to ensure that I have data entry cells do not overwrite
formula in cells for other device types.

Basically what I am looking to do is is create a layout for the bottom
section of a worksheet ( the top portion is general device info that stays
the same for all devices) that changes based on type of device. I would like
the only applicable row/columns to be presented in the same order so that
the test resuluts are entered in a logical sequence. However it also
requires that a specific cell can change from a formula to data entry or from
data entry to a formula. What I have done above requires me to realign the
sequence so that data entry and formual cells remain the same from layout to
layout.

Is there anyway to do this in excel 2002.
