Can I create a header and then view it onscreen in Excel 2003 as I'm working
on a document (not in print-preview)?

You can use the first row as a header by merging the row cells above the data.

Please don't. Merged cells cause a number of problems. Centre across
selection is less risky. The OP may be looking for "Freeze panes".

If you mean a "print header" from headers and footers...............

Cannot be done outside of Print Preview in Excel 2003 or earlier.

2007 allows view header on screen.
