Is there a way to copy and paste formulas from Excel 2003 to Excel 2007?
Right now the data copied from 2003 is pasted as values (all the formulas are
lost)?

Why would you want to do that? Just open the Workbook in 2007.

Can't open certain files I get from other people in 2007 as there are macros
that are not compatable between the two versions.

Sorry, even attempting to copy from one instance of Excel 2007 to
another instance of 2007 results in undesired results.

try disabling the macros?
