Why is my conditional formatting highlighting the wrong dates?

I have conditional formatting set up in my sheet that highlights any date
less than today. (dates in the past) It works well for most of the sheet but
in some cells, it highlights regardless of the date entered. What am I doing
wrong and how can I fix it?

Thanks!

Are the dates in those bad cells really dates or just text that look like
dates?

If not real dates, they will always be earlier than today.
