Excel 2003; Lost Cell Shading

I cannot Format my spreadsheets in Excel 2003, even though I can Visually
select
all the colours on the Cell Format Dropdown List. Font colour doesn't work
also.
Neither does Conditional Format even though the Formulas and Colour Formats
are visable, Paint colours will show up other programs, But not in any Excel.
I have checked out many procedures to see if the settings and procedures are
correct
Sheets are not protected, nor the Cells. Macros in all the worksheets work
O K.

Check this out................

The fill color, the fill pattern, or the line color of a WordArt or
AutoShape object in an Office document does not change

As directed, change the High Contrast setting in Windows OS

Thank You very much ,Gord , The Accessibility Option Turned to OFF did the
trick,
Excel is back to Normal. That Address below that you gave me was good.
