Can you imbedd a file in a cell?

Can you imbedd a file in a cell? Not a link to a file, but an actual file
such that when double clicking or some other action is performed on the cell
the file is opened up?

This would mean that the excel workbook file would actually contain the file
imbedded within.

You can embed a file in a worksheet, but it does not live in a specific cell.
You can double-click to open it.

I have a table with several entries containing information about people who
have used a service. The table contains their name, address, and phone
number, etc. in that table in another column, I would like to imbed a pdf
image of the agreement they signed. The table has about 70 entries in it and
each line in the table as the person's information and the pdf file. (Or at
least that is what I am looking for).

I did try url links to the file, but when I send the workbook file via
email, or posted on our secure web site, I have to send all the pdf files
with it, and quite often the links no longer work.
