How to make workbooks smaller in window
 
I have several workbooks that, when opened, their boarders go beyond the
sides of the window/screen. Excel will not let me grasp the edges of the
workbook to make the dimensions smaller, and I cannot scroll down to grasp
the bottom of the workbook.
Regardless of the size of font of the worksheets, the workbook remains huge
and un-modifyable.

You can try using View/Zoom from the menu bar and selecting a lower
percentage value (maybe 50%) in order to see more of the grid.

You may be refering the the Application window (Micorsoft Excel) on your
desktop but I think more likely you're refering to the File window within
Excel.
Within Excel each open file can be in one of three modes; minimized,
maximized or restored. In the restored mode the window can be re-sized by
grabbing and dragging a side or corner. It sounds as if the window has been
"stretched" beyond the boarders of the application window. You can maximize
the window by double-clicking on the Title bar (just above the column
headers). You can also resize the window by first moving the window (Click
on the title bar and drag) to a position where you can get hold of a corner.
Resize the window smaller by dragging a corner in toward the center. Repeat
this process until the window is within the application boarders.

I'd resize the sheet windows to fit inside excel's window:

In xl2003 menus:
Window|arrange|tiled

Then resize them the way I want--maximized within excel or just drag by the
edges.
