security med-but still wont open with macros

Thanks alot for any help.
I open an Excel file from Windows Explorer, and sometimes it won't ask if I
want to enable macros. Then since it didn't ask, and I have to use a macro, I
gotta close the file and retry opening again. It seems on the third try it
will ask me if I want to enable macros. The problem is that this is a big
file (15MB or so) and it takes 30 seconds to one minute every time I open
this, which might be a couple times a day. I checked my security level right
now (Tools) and it is already set at medium, so I don't think it should be
asking.
How do I set it so that it will ask me to enable macros every time?
Thanks again for any help.

Security set at medium should always ask if you want to enable macros.

When it doesn't ask and macros won't run have a look under HelpAbout MS
Excel and look at "Disabled Items"

Anything there you can re-enable?
