The Microsoft Jet database engine cannot open the file ".
 

I have a spreadsheet consisting of master data with other spreadsheets
where I have created a query to pull from that master spreadsheet.
When I first open up the workbook and try to refresh the data on my
subsequent spreadsheets I get the following error:

The Microsoft Jet database engine cannot open the file ".

Later however I can refresh it. Can someone explain my issue?
