when I import month and day get flipped
 
When I import a date from an external source, my date month and day get
flipped unless the day is greater than 12 then it reverts to text.
Any suggestions on what to do?

Be sure to use the Import Wizard when you import the data. You can tell the
Wizard what the format is.

when I import month and day get flipped
 
When I export from one system it opens a version of excel, regardless of if i
copy and paste from that excel version or if I import from that version that
date gets flipped
Ex 03/02/2009 gets changed to 2/3/2009

You need to make the Wizard appear. Export from your app as either .csv or
..txt

Then open Excel and:

Data Import External Data Import Data... and point to the .txt file

This forces the Wizard to appear. Tell the Wizard that the field is:
mm/dd/yyyy

The option of exporting from the origional source as .txt or .csv is not
available the only options are export to word or export to excel

So export to Word, then save as text.
Your other option may be to change your Windows regional settings, in
Control Panel.
