Default Scaling for different pages for printing

I would like to set where the pages end and then have whatever data is in
that area fit to 1 x 1 page rather than the entire document fitting the size
of the page with the most data. Is the possible?

For example, if I have four pages of data and page 1 only contains 10 rows
of data and page 4 contains 35 rows. The size of the font and such will be to
fit the 35 rows of data for all four pages.
