How to permit editing the contents of added row(cells) if previous row is protected?

Is there an approach to enable cell editing to the cells in an added row if the above cells are locked and the w/s protected? My point, can OK the addition of rows to a protected w/s. That said, the cells in that new row cannot be edited because the inserted row (cells) inherits the protection formatting characteristic from the cells above the inserted row. TIA EagleOne |

Looking at the Properties Window of the VBA editor I find a Property EnableFormatConditions = True or False I cannot find an explanation as just what this property is. Does anyone know that answer?
