Centered and right justified using ticks

I have multiple users that can right, left or centered justify data in a
cell. However when some of my users do this, they show ticks or carrots in
the cell before the text. For instance, ' or " or the tip of an arrow
pointing up. Does anyone know how to turn these on and off? I have check both
XP and 2003 and I can't see a difference nor can I find the trick to turning
them on and off.

Help is always appreciated up front.

ToolsOptionsTransition

Uncheck the "transition navigation keys" option.

BTW, it is a caret, not a carrot
