How can I Round up to the nearest .25

You can use just about any rounding function to do this:

=ROUNDUP(A3*4,)/4
=ROUND((4*A3)+0.49,)/4
=ROUNDDOWN(A3*4,)/4+1/4
=IF(MROUND(A3,1/4)A3,,1/4)+MROUND(A3,1/4)
