missing the File, Edit, View tool bar

When I pull up an Excel spreadsheet, the top tool bar is missing. "File.
Edit, View, Sort, etc," is totally gone from my excel sheets. Does any one
know how to get it back?

ALT-tc

then click on the Toolbars
go all the way to the bottom and check Worksheet Menu Bar
