Can anyone please tell me how to permanently change the default font for

Via Windows:

Right-click your Desktop
Select "Properties"
Select "Appearance" tab
Click "Advanced"
under Item, select Tooltip

But it will change any application that uses Tooltip text....

You can change font size only, not font type.
