When I type a number ie. 4, when I move to another cell it becomes 0.40. I
numerous methods. It must be a setting as it repeats itself on new xls's

Tools|Options|Edit tab
Uncheck 'fixed decimal places'

Uncheck the entry for Fixed decimal places.
