You don't need conditional formatting for that, use a formula from here

Use a help column to test for the duplicates, if you insist on using CF then
you need to unshare the file first

modified after a workbook is shared: merged cells, conditional formats,
data validation, charts, pictures, objects (including drawing objects),
hyperlinks, scenarios, outlines, subtotals, data tables, PivotTable
reports, workbook and worksheet protection, and macros.
