Is there any where I can purchase Just excel, word and outlook without paying
for other programs I don't use?

Yes, but the Suite is cheaper than buying the individual packages.

I know. The "home office/student" version used to have these three combined,
now outlook is only in the advanced version. Home office/student version is
$149.00, the "professional" version with outlook is $499.00.
