How do I setup Conditional formating for a cell that has a yes or.

I would like to have a cell (C8) turn blue when cell (B5) is YES and have no
color if cell (B5) is NO. Any suggestions.

Select C8. Under CF, choose Formula Is, and put:

=B5="Yes"

and press the Format radio button. Choose blue on the
Pattern tab.
